By default, the capacitor pads are connected to pins 7 and 14, which is good for most logic ICs. Note however that the ATtiny24/44 has ground assigned to pin 1, so the jumper (just underneath the capacitor pad in the photos above) should be changed by cutting and soldering the opposite side.
